A runner pool belongs to one workspace and environment. Membership does not grant a runner access to another workspace or environment.

Candidate checks

Before strategy selection, a runner must pass protocol-v2 compatibility and be online, recently heartbeating, below its own concurrency limit, in the configured region, enabled, not draining, and tagged with every required pool tag. Pool concurrency is an aggregate ceiling and reserves the assignment’s requested capacity.

Strategies

All tie-breaking is deterministic. Rejected candidates remain available in routing diagnostics but cannot receive the work.

Pause and drain

A paused or draining pool accepts no new claims. Existing leases continue through renewal, graceful drain, or expiry. Drain before maintenance so the recovery system does not have to classify an interrupted side effect.
